With the Launch of Provincial Key Energy Project, Huadu Pressed Down the "Zero Carbon Button"

The official ground breaking ceremony for Guangzhou headquarters project of Guangdong New Energy Circular Economy Zero-carbon Smart Industrial Park was recently held in Chini Industrial Park, Huadu District. The project, invested and constructed by Zhongheng Zhilian (Guangzhou) Energy Development Co., Ltd., a joint venture between Zhonghengyuan Group and Huadu Automobile City Development Co., Ltd., is a key construction project in Guangdong Province in 2025 and a key project of the new energy industry in Guangdong Province to strengthen and improve the chain. The project has received strong support from the Central Committee of the Revolutionary Committee of the Chinese Kuomintang, the CPC Guangdong Provincial Committee and the CPC Guangzhou Municipal Committee.

Create a benchmark park of new energy circular economy

The project occupies a total net land area of about 10 acres, with a total building area of 131,000 square meters. The first phase of the project, with a total investment of 750 million yuan, is planned and designed according to the standards of a national zero-carbon park and green factory. It will build from scratch a 2GWh next-gen energy storage intelligent manufacturing center, a comprehensive utilization center with an annual processing capacity of 60,000 tons of retired power batteries, a recycling center with an annual processing capacity of 20,000 tons of retired photovoltaic panels, a carbon neutrality research institute, a scientific research center and an academician workstation.

The project has obtained the record filing certificate of enterprise investment projects in Guangdong Province, has completed the detailed survey of the site selected and the general layout design scheme. The land is now under the progress of “three supplies and one leveling” and its planning has been submitted for approval. It is expected to start production by June 2027.

Build a "three-chain integration" industrial ecosystem.

The core competitiveness of the project lies in building a three-in-one industrial ecosystem of "industry +, + carbon sink, and + intelligent computing". By conquering the three dominant positions of carbon sink accounting methodology, AI-powered industrial simulation and green regeneration of batteries, the project will provide the industry with replicable "zero-carbon solutions" and promote the leap of the new energy circular economy industry from extensive expansion to green intensive and high-quality development.

The project will achieve “leap at three levels" upon completion. Economic level: generate an annual output value exceeding 1.5 billion yuan, create, directly and indirectly 1,000+ jobs, and empower the new energy industry chain in the Greater Bay Area to reduce costs by 10%. Ecological level: reduce annual carbon emission by 1.03 million tons, equivalent to restoring forests on 12 Baiyun Mountains. Strategic level: provide no less than 40% of the recycled materials for power batteries in the Greater Bay Area by planning future layout of industrial clusters in the province, therefore consolidate the cornerstone of supply chain security.

The project will break the pain points of traditional industries through "three-chain integration". Technology chain: overcome the regeneration problem at material level with low-temperature solid-phase regeneration technology, reducing energy consumption by more than 40%, and increasing efficiency by more than 50%. Data chain: realize whole-process traceability and evidence storage of carbon footprint using quantum computing + blockchain. Value chain: reduce the comprehensive energy consumption of the park by more than 40% by using the smart energy management system. The goal is to promote the new energy industry in the Greater Bay Area from "single-point innovation" to "system-level closed-loop zero-carbon ecology".

Create a "Guangdong model" of resource cycling

With the "165 acres of guaranteed land + trillion-level automobile industry cluster", Huadu District has formed a unique magnetic point. The District government provides full-cycle support from green approval channels to R&D subsidies, and manages to achieve the benchmark speed of the Greater Bay Area where "contract signing means land acquisition, which in turn means start of construction".

Liang Ming, secretary-general of Guangdong Provincial Enterprises Confederation and Guangdong Provincial Association of Entrepreneur, hopes that the park can be persistent in high-standard planning and high-level construction in creating a replicable and scalable "Guangdong model" for technological innovation, energy management, and resource recycling among others.

Help the achievement of "double carbon" goals and industrial upgrading.

Information shows that when completed and put into operation, the project will operate for four years in accordance with the Net Zero Carbon certification of TÜV Rheinland, striving to achieve "zero carbon emissions" by 2030 through technological innovation and accumulation.

The industrial park also plans an academician workstation and a carbon neutrality research institute; an industrial fund of no less than 1 billion yuan; favorable policy to attract innovative enterprises in the industry, which will offer "zero rent + technology sharing pool in the first three years"; and "Carbon Neutral Talent Program", which will be implemented to send in a targeted manner thousands of talents with master or doctoral degree, to form a closed-loop golden triangle of "technology, capital, and talent".

Yu Xinwei, member of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang and chairman of the Guangzhou Municipal Committee of RCCK, said that taking the foundation laying of this project as the starting point, they would give full play to the advantages of RCCK's extensive connections to facilitate the accurate matching of the think tank resources of RCCK and the scientific research power of universities in Guangzhou with the needs of industrial parks, and play a good role as a bridge and a tie in promoting the deep integration of industry, academia, research and application.
